務(wù)實合作，互利共贏。昨日，中國中部國際產(chǎn)能合作論壇暨企業(yè)對接洽談會在東湖國際會議中心舉行?，F(xiàn)摘登開幕式上嘉賓們的精彩發(fā)言，以饗讀者。
Forum on Global Production Capacity and Business Cooperation with the theme of Pragmatic Cooperation and Mutual Benefit opened on June 5, 2016 in Wuhan, capital city of central Chi-na’s Hubei Province. 以互利共贏原則推動國際產(chǎn)能合作

中國倡導國際產(chǎn)能合作，主張把中國優(yōu)質(zhì)產(chǎn)能和優(yōu)勢裝備，同發(fā)達國家的關(guān)鍵技術(shù)和先進裝備結(jié)合起來，同廣大新興經(jīng)濟體和發(fā)展中國家的城市化、工業(yè)化需求對接起來，既可為全球經(jīng)濟持續(xù)復(fù)蘇和增長注入新活力，也能為中國經(jīng)濟“穩(wěn)中求進”開辟新空間，更可為各國企業(yè)合作共贏創(chuàng)造新機遇，是一舉多得、各方共贏的務(wù)實之舉。
近年來，中國緊密結(jié)合“一帶一路”戰(zhàn)略，堅持互利共贏，國際產(chǎn)能合作邁出堅實步伐。一是企業(yè)跨境經(jīng)營活力加快釋放。二是雙多邊互利合作加快推進，先后與20多個國家簽署產(chǎn)能合作協(xié)議，并與東盟、非盟等區(qū)域組織進行合作對接。三是與發(fā)達國家的第三方合作加快突破。四是金融支持平臺加快建立，亞投行、絲路基金、中拉合作等基金投入運營或開始籌建，資金規(guī)模相當可觀；五是重大標志性合作項目加快落地，高速鐵路、核電合作實現(xiàn)重大突破。六是推進合力加快凝聚?！笆濉睍r期，我們將繼續(xù)秉持互利共贏的理念，以企業(yè)為主體、市場為導向，按照國際慣例和商業(yè)原則，大力推進國際產(chǎn)能和裝備制造合作。一方面，加快推進供給側(cè)結(jié)構(gòu)性改革，著力提高產(chǎn)能和裝備質(zhì)量，更好滿足合作國的多樣化需求。另一方面，牢固樹立貫徹落實創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念，不斷創(chuàng)新開放型經(jīng)濟體制，提升國際產(chǎn)能合作的層次和水平。
中部六省區(qū)位優(yōu)勢明顯，產(chǎn)業(yè)基礎(chǔ)雄厚。近年來，六省充分發(fā)揮自身優(yōu)勢，既持續(xù)深入“引進來”，加大吸引外資力度；又積極穩(wěn)妥“走出去”，有效對接國際需求，支持和引領(lǐng)企業(yè)積極參與國際產(chǎn)能合作。國家發(fā)改委將在重大項目、合作機制、金融平臺等方面一如既往給予大力支持，推動中部地區(qū)不斷譜寫開放發(fā)展的新篇章。

Xu Shaoshi, director of the National Development and Reform Commission said that China’s propose of global production capacity cooperation will inject new energy into the global economy recovery, open new space for China’s economy under the guideline of making progress while ensuring stability, as well as create new opportunities for companies worldwide. It is a pragmatic move to achieve win-win situation and mutual development. In recent years, China sticks to the principle of mutual benefit and has made solid progress in global production capacity cooperation. During the 13th Five-Year Plan period,China will adhere to the concept of mutual benefit to boost cooperation in production capacity and equipment manufacturing. The level of the cooperation will be promoted on the basis of market-oriented, with enterprises playing the leading role and in accordance with international practices and business principles.
期待更多中國企業(yè)來投資
白俄羅斯經(jīng)濟部部長弗拉基米爾·季諾夫斯基
當前，國際金融危機的后果尚未完全消除，多數(shù)國家正面臨經(jīng)濟放緩、出口低迷、投資下降、資本外流的困局，迫切需要通過產(chǎn)能合作，開辟新的發(fā)展前景，注入新的發(fā)展活力。
共謀發(fā)展，這是現(xiàn)階段世界經(jīng)濟體發(fā)展的迫切任務(wù)。絲綢之路經(jīng)濟帶倡議的提出，使我們有機會推進經(jīng)濟一體化，在更大范圍內(nèi)促進生產(chǎn)要素的合理流動與有效配置，實現(xiàn)互利雙贏。
白俄羅斯產(chǎn)業(yè)基礎(chǔ)雄厚，鉀肥、拖拉機、收割機、卡車等商品出口額位居世界前列。隨著歐亞聯(lián)盟的建立，市場將擴大到1.8億消費者。白俄羅斯社會秩序穩(wěn)定，勞動力資源密集，是開展國際產(chǎn)能合作的最佳伙伴。
目前，白俄羅斯正與中國招商局集團合作共建中白工業(yè)園，為國際產(chǎn)能合作搭建新平臺，并打造絲綢之路經(jīng)濟帶的樞紐平臺。園區(qū)將于今年秋天投入運營，期待更多中國企業(yè)前來投資建廠！ （記者 謝慧敏 整理）
Up till now, since the impact of international financial crisis has not been totally eliminated yet, according to Vladimir Zinovskiy, Minister of Economy of Belarus, there is an urgent need to open up a new prospect for developments by global production capacity and business cooperation. As the result of the establishment of Eurasia Union, Belarus is expecting to expand the market of its competitive industries to 180 million consumers. Belarus is also building the Sino-Belarus Industrial Park with China Merchants Group to offer a platform for global production capacity and business cooperation. The Industrial Park will be put into operation this fall, and investments from Chinese enterprises are welcome.
推進國際產(chǎn)能合作面臨難得歷史機遇

今天，我們正處于一個千年未有之大變革的時代，世界從未像今天這樣，如此接近中國；中國也從未像今天這樣，如此走近世界。我們非常榮幸，身處這樣一個偉大的國度，逢迎這樣一個偉大的時代。
這次盛會，以“一帶一路”國際產(chǎn)能合作為主線，以“務(wù)實合作、攜手發(fā)展”為主題，得到了國家有關(guān)部委和中部兄弟省份的大力支持，得到了多個國家和地區(qū)政府部門和工商界人士的積極響應(yīng)。這充分表明，黨中央和國務(wù)院決策部署的國際產(chǎn)能和裝備制造合作，順應(yīng)和平、發(fā)展、合作、共贏的時代潮流，構(gòu)建了一個具有廣泛包容性的合作平臺，為打造人類命運共同體提供了最新的時代注腳。
湖北，自古以來一直領(lǐng)改革開放風氣之先。2500年前，神奇瑰麗的楚文化就遠播中外；400多年前，“萬里茶馬古道”就留下了荊楚客商的足跡；近現(xiàn)代以來，湖北更成為中國早期工商業(yè)文明的搖籃；新中國成立以后特別是改革開放以來，湖北經(jīng)濟社會取得長足發(fā)展，對外開放步伐不斷加快。2013年，習近平總書記視察湖北時，賦予湖北“建成支點、走在前列”的歷史使命。我們要挺起長江經(jīng)濟帶的脊梁，在創(chuàng)新發(fā)展和動能轉(zhuǎn)換上走在全國前列，打造內(nèi)陸地區(qū)新一輪改革開放的新高地。我們推進國際產(chǎn)能合作面臨難得的歷史機遇。

Li Hongzhong, Secretary of CPC Hubei Provincial Committee said that One hundred years ago，Zhang Zhidong who introduced policies to develop Hubei wrote a couplet which reads something like this，“When ancient saints made a difference，most chose the place of Han River；now the rail and traffic are welded，our stance to Eurasia is nearer.”With the promising prospect of rejuvenation of Chinese nation，we should have our heart more open to the world and the future. Hubei sincerely welcomes friends from all over the world to jointly build a closer community of shared destiny with our sister provinces，promote common development，expand our common strategies interests so as to make greater contribution to realizing the China dream of national rejuvenation as well as the global dream of peace and development.
以國際產(chǎn)能合作應(yīng)對世界經(jīng)濟難題

國際產(chǎn)能和產(chǎn)業(yè)合作是標本兼治、應(yīng)對世界經(jīng)濟難題的正確藥方。
中國倡導開展國際產(chǎn)能合作和產(chǎn)業(yè)合作，就是要重振國際社會同舟共濟的精神，共同應(yīng)對世界經(jīng)濟難題。我們正扎實推進供給側(cè)結(jié)構(gòu)性改革，提升傳統(tǒng)制造業(yè)，促進經(jīng)濟轉(zhuǎn)型升級。
中國開展國際產(chǎn)能合作，目標上強調(diào)合作共贏，在自愿、平等、互利的基礎(chǔ)上對接合作，不追求單方面收益，而是實現(xiàn)雙贏、多贏；方式上突出開放包容，不搞排他性和小圈子，不僅鼓勵有競爭力的中國企業(yè)走出去，也注重將外國的優(yōu)秀企業(yè)引進來；內(nèi)容上注重綠色環(huán)保，走向國際的是與發(fā)展中國家需求高度契合的優(yōu)勢產(chǎn)能、先進產(chǎn)能和綠色產(chǎn)能。
要注意與“一帶一路”相互借勢，與創(chuàng)新發(fā)展有機結(jié)合，與各國發(fā)展規(guī)劃深度融合，調(diào)動市場積極性。

70多個國家的新老朋友們從世界各地飛來，相聚江城。
藍色的、棕色的、黑色的，2000多雙眼睛聚焦這個載入歷史的時刻。
兩年來，從成立絲路基金到籌建亞投行，從“一帶一路”共建愿景和行動文件發(fā)布，到一批互聯(lián)互通的基礎(chǔ)設(shè)施項目穩(wěn)步推進，國際產(chǎn)能合作跨越萬水千山。
高鐵、橋梁、水利工程、生物醫(yī)藥……“中國造”“中部造”“湖北造”，正在世界舞臺上長袖善舞。
這一刻，我們靜靜聆聽?！凹蛹{與中國的友誼源遠流長，這份友誼在互惠互利中繼續(xù)發(fā)展?！奔蛹{水資源、工程和住建部部長夸庫·阿杰曼·門薩說，從中巴經(jīng)濟走廊、孟中印緬經(jīng)濟走廊，到中俄蒙經(jīng)濟走廊，一個個區(qū)域合作新倡議中活躍著中部身影?！叭h(huán)公司和波蘭公司的合作，被視為兩國合作的典范。”波蘭FLT-Krasnik股份有限公司管理委員會主席格日戈什·雅辛斯基毫不吝嗇他的贊美。

著眼當前穩(wěn)增長，摒棄保護主義思維，倡導自由貿(mào)易，是治標；著眼長遠增動力，加強產(chǎn)業(yè)投資合作，鼓勵技術(shù)和商業(yè)創(chuàng)新，是治本。國際產(chǎn)能合作，正是標本兼治的良方，恰逢其時。
同舟共濟，才能攜手應(yīng)對世界經(jīng)濟難題。

Foreign guests from over 70 countries gathered together in Wuhan on June 5, 2016 to attend the Forum. Global production capacity cooperation links China to the world. During the past two years, global production capacity cooperation yield fruits as series of key projects got started. Silk Road Fund was established, Asian Infras-tructure Investment Bank started operation with careful preparation, Vision and proposed actions outlined on jointly building Silk Road Economic Belt and 21st-Century Maritime Silk Road was issued and a group of infrastructure projects moved forward steadily. Chinese enterprises play an important role in the new initiatives of regional cooperation from China-Pakistan Economic Corridor, Bangladesh-China-India-Myanmar (BCIM) Economic Corridor to China-Russia-Mongolia Economic Corridor. Six provinces of Central China will be built into new focus of opening-up and make contributions to global production capacity cooperation.
